I think you made a typo.
r1c6 = 3
after x-wing on 5 in columns 3 and 9.
which solves it.

Looks like a chain of 89's will also do it.
r9c1, r6c1, r5c2, r5c9 leaving r9c9 = 1
Seems a bit unusual. |

Sorry, I made a typo, the elimination of candidate 9 should have been in r7c3.
69 in r2c9 sees 269 in r7c9 which has a strong link on 6 to 69 in r7c8 which sees 69 in r4c8, thus 9 is eli ... |

I think you got it right, but as you say, with some unusual terminology, and it appears a mistake in the column number.
