If a=3, b=7, c=2, d=3 leads to no <3>'s in box 7 or column 3

Is the <23> pair in "a" + "d" a W-wing?

YES, if you use the strong links on <3> in box 7 or column 3, you get if a=3, d=2 or if d=3, a=2
NO, if you follow the XY chain you get if a=3, d=3

So "a" cannot be <3> to resolve this situation
